Why do governments allow sports betting?

Gambling is an activity worldwide. If governments allow these activities or not, people just can not stop the urge to gamble for money. It has always been a dilemma to governments on whether to allow gambling in sports or not. Those that do not allow these activities include the reasons for long social stigma and adverse socio-economic impact of the movement associated with it. And this habit comes to the people at the household level very difficult. One of the most popular sport in which betting is being done legally in most countries where it is played is that of horse racing. But if the stakes are really that bad, then why do governments allow these activities in their countries? Do you feel you are weak enough to keep track of these activities and have admitted defeat in the control of these?
